You see there are areas in the ocean where currents push flotsam into massive eddies where it gets trapped and doesn't float away, known as a gyre. There are many of them. The one you're referring to is massive, between 700,000 - 15 million km². They estimate that there is 100 million tonnes of debris in it, but when you factor in the size of the area, it works out to 5.1 milligrams per cubic meter of water. So while it might sound big when you describe it as a "floating island of trash twice the size of texas" if you were out on a boat, in the middle of the gyre, you'd likely never see a piece of floating trash.
Mind you, that I'm not saying we shouldn't be concerned about garbage polluting our oceans, just that over aggrandizing they situation just makes you and everyone who believes you look like jackasses.

Yeah that's the one, you'll notice that he doesn't show any islands of trash or even any photos of trash floating in the ocean. But damn that was a lot of bottle caps.

Oh noes! Bill used some hyperbole to emphasize what a huge f**king problem garbage is! Honestly, I'd never expect such egregious behaviour from a comedy segment; what a lying douchemonkey! I mean, it's not like the people who watch his show are smart enough to figure out that Bill exaggerates for effect, and there isn't Texas sized garbage floating around!
In a related note, did you know that most of the infinity of space is actually space, and is not filled with garbage as Bill claims?
