PaybackThe used tire industry has extremely small margins. They can't afford to waste space.
Also, tires don't easily self-combust. https://en.wikipedia.org/wiki/Tire_fire They typically are due to arson as it takes a few minutes at 400 deg C before they can even be ignited.
