It would be stupid if it hadn't been thought of by now, but it has. Underwater turbines to put into rivers for electrical power have been around for several years. I remember find several when researching remote energy production. Of course that was about 3 years ago and I don't remember it being something commonly popped up in my research, but there were definitely underwater turbines available at that time.

I remember seeing a show that was replacing an old water turbine in New York and it had been in long enough to wear out. I recall it having some issues because it was in a waterway that changed directions with the tide. It's certainly a good source of potential energy to tap. Rivers and even Waves (seen some generators for waves that look like big snakes) could be consistent sources of electricity when sunlight and wind aren't present.
