If you make it unfit to be reissued (this would be held by a bank) and it wasn't an accident, someone could charge you. Much like you could go to jail for burning a flag -if- you did it without respect.

Drawing on a $1 bill is not destroying the bill, which is what the law you are referring to is addressing. I hear this stated all the time, and its simply a misinterpretation of the law. The intent to make it unfit for circulation is an entirely different story....as in making dollar bill snowflakes. Though I will admit that glittering a bill with glue might be walking the line.
