Voltage is higher in India 230V (versus 120V here in America). I think that it's the current that's dangerous, not voltage. But that should be determined by the guys resistance (I=V/R). I'll have to ask an EE sometime.

Metals are more flammable than you would expect. It's just that it doesn't take a big block of metal to shunt away enough heat to prevent ignition. Thin strips, strands and powders ignite better.
