Sure it's a great way to prevent hurricanes. But let's not forget hurricanes are natural and I'm not sure it's a good idea to mess with oceans on such a large scale like this. These temperature changes in the ocean have wider implications than just occasionally creating hurricanes.
sure, it's large scale geo-engineering, but it can only lead to greater knowledge of how such systems work, and maybe greater control of them. presumably the hundreds of salter sinks will have temperature monitors as well, and could be used to actually test hypotheses, instead of just waiting for events.

^i can tell you that what we're told in Denmark about the success of our own system, it's credited to the "flexicurity" model, where jobs are "flexible", i.e. you can fire people at short notice without much trouble, but getting fired is safe because there's a security net of welfare during your transition to a new workplace (hopefully).
safe for the employer because hiring people doesn't put you at risk of being stuck for years with an incompetent idiot on your payroll, and safe for the employee because you don't lose (all of) your income if you get fired.

It's still kind of sad. A cochlear implant still sounds like satan speaking to you. They can only pick certain spots on the cochlea to stimulate, so the implant only allows you to hear certain frequencies. Better than nothing, but far from normal hearing. Either way, HOORAY SCIENCE!
it can be helped a lot by upgrading the firmware to have "virtual" stimulation points.

Seems to me that you view things as a bit too interchangeable - nation states annoy you? let's assume a citizenry tied to some arbitrary other thing, like ideology, instead of geographical place.
Corporatism annoys you? let's assume that communism could just have kept going, and was structurally sustainable in the long run.
