Seriously, the reason WaDoT lowered the speed limit to 50 on the part of I-5 that has the misfortune of passing through Tacoma is that they hate everyone west of the Cascades and this is how they get back at us. From what i can see this bridge behaves differently from Tacoma Narrows. That was actually wobbling like this / \ / \. This one seems to be just moving up and down in different sections.
It looks like the bottom skirt of the bridge is angular, which makes the shape of the bridge an upside-down wing. So when you get a proper wind gust, it starts pulling spans down and eventually oscillate.
