They should certainly be required to park before using their phones for ANY reason. They can't drive drunk, so why could they commit another illegal act that's just as dangerous? That's INSANE.

What a complete liar and douchebag. Name and address of the officer please. I think he needs to be honked at at all times of day and night.

They have the evidence now, they don't need a complaint. He needs to be reprimanded, ticketed, have his license removed for dangerous driving (parking in the street to scream at someone) and road rage, and then be harassed and ridiculed until he quits. This is why cops get shot by random people now...and why it will happen again, some of them deserve it.

The irony is that, the moment that cop left his vehicle to start an aggressive confrontation involving threats and intimidation...he was guilty of road rage according to colorado law.

I found it hard to believe that simple honking is considered road rage in Colorado, so I found a lawyers web site that quoted that road rage is "assault with a motor vehicle or other dangerous weapon by the operator or passenger(s) of another motor vehicle or an assault precipitated by an incident that occurred on a roadway”. They went on to list some actions that are considered aggressive driving. One was excessive use of your horn, another was "Exiting the car to attempt to start a confrontation."
So not only is the cop a colossal prick, he doesn't know the law in his own jurisdiction. Either that or he was willing to blatantly lie on camera.

As has been said, both are douches (and depending on the state, both were guilty of driving infractions). Very real chance that by brake-checking, the tailgater is going to swerve into someone else (like the guy coming up from the on ramp). Even if that didn't happen, (s)he almost flew into oncoming traffic after losing control, which again would have caused damage to other cars and possible injury to innocent bystanders.

And even if the tailgater hadn't have lost control, the situation is escalated and you're looking at a possible road rage incident with the tailgater retaliating--which actually happened to me when I purposely drove slower (no brake-checking) while being tailgated. Guy jumped out of his car at the next traffic light and tried to get me out of mine to start a fight. I drove off when the light turned green and he actually chased me down, passed me, then skidded sideways and blocked the whole road with his car, again jumping out and wanting to fight. I backed up, turned around, and drove straight to the nearest police station (which was thankfully just a half-mile away)--he didn't follow me into the lot and just kept driving.

Now, if that guy had had a gun, I would almost certainly be dead. The smugness that comes from "teaching someone a lesson" is not worth the potential injury you may cause yourself or others when 2-ton vehicles travelling at high speeds are involved. As has been said, the proper response in these situations is to safely get out of the way and possibly call the police if the driving seems erratic enough to warrant it.

Also, it looks pretty real but whaaat is this?

You can see it at 1:52 in the video. It's a still image that the video is panning over and it looks like either a car has driven over another car or there's a seam from photo editing. I think the latter is more likely. Can anybody else explain it any other way?

(It could be a little bit of road rage got the better of a pair of drivers. I bet there's more than a bit of that going on throughout the video...)
