He is in Florida on MLK day and says:

"Who let the dogs out...who who" as a form of saying cheese while surrounded by African American youth.

He also says "What's happening?" and points to a baby with a little necklace referring to it as his "Bling Bling".

Not exactly...they were allowed to be members of the church before then. But they were not allowed to be a holder of the Mormon Priesthood until 1978.
