FYI...the clip when you can hear the person laughing was not of a little kid. It a teen on the trike and teens watching and laughing.

While superficially I agree with you, think about it: what, exactly, are they supposed to do? Walk behind their kid whenever s/he gets on a trike and back-seat drive for them? Never let them ride a trike? If they go faster than strolling pace yell and threaten to take away thei trike? Throw a $300 camera on the ground because junior looks like he's gonna skin his knees? And even if you did throw the camera on the ground a start running, do you think you'll be in time to, what? catch the kid? Throw your body infront of him?

I definitely don't understand laughing. I wouldn't laugh (but I do think the only laughing in that vid is in fact a teenager who obviously needs an attitude adjustment) but other than put down the camera and go console your kid, what do you expect those parents to do?
