My guess:
So when he spreads the cards out, it looks like "NINE OF DIAMONDS" is spread out among a large number of cards, but maybe he is only using a small number (about 1 card per letter).
If he were to have a letter for every combination of words he'd need like 81 cards, which he may have.
I mean that he has the following on one side in that deck:
ONE
TWO
THREE
...
OF
...
CLUBS
SPADES
...
And then in his shuffling/flipping he grabs the three words he needs. He could probably get the number of cards down a lot if he used the cards on both the left and right edges, and possibly both sides. Also he probably uses those 3 "printed" cards to help count down how many cards he needs to take for each word.

so he mentions 2 drugs coming out with THC in them. we all know THC is in marijuana. so if marijuana (with THC) has no medicinal value, why are drug companies making the drugs? why would a doctor prescribe a drug with (as he claims) no medicinal value?
if you can't see that this is clearly big pharma trying to control the sale of marijuana you're an idiot. this guy should be ashamed.

I've been pretty anti-establishment watching these types of videos lately; but in this case, I felt myself empathizing with the cop more than with the driver.

At first I thought the same, but honestly, it wasn't too bad, and he was clearly trying to communicate with the cop, who had ample opportunity to simply talk with the guy and answer his questions.
I think you're both right. The guy in the car (maybe with out realizing it) is acting/looking a little aggressive... keeps getting closer, appears angry, etc.
Meanwhile, if the cop had just said "I was pulling you over because your license plate was crooked." The guy might have calmed down.
