Thing to do is get yourself a Siamese cat. Sure you gotta pay for one, but it will remain somewhat kitten like and playful and often just down-right crazy for years to come.

We got a kitten from a shelter who was half Siamese, and I can report the same as above. All grown up but still playful and very affectionate.

I'm sure that at some point we'll have genetically modified cats that never grow past the kitten stage (and probably never die of old age).
