Nope, it's the animal.
It is suggested that the saying is derived from a Till Eulenspiegel story in which a brewing journeyman is told by his master to "boil the hops well for a strong beer" but sadly the journeyman misunderstood and put the masters dog, which was called "Hopf" (Hopfen = hops) in the pan instead.
