Apparently she had put forth a bill about insurance. The Texas Civil Justice League put out a flyer to try to convince legislators to vote against her insurance bill. Their point was, apparently, that this bill was a nanny state bill -- and to drive that point home showed a woman's breast, nursing a baby. Apparently a lot of the male legislators got their panties in a bunch about the idea of women breastfeeding in public in the past and then used this imagery to squash the bill.
