Hmm. Could it be that the people doing the filming aren't picking up after their dog, and the neighbor is simply returning what's theirs? That's my bet.

Still, that's not the best way to remedy the situation.

He should act like a civilized human being and put it in her mailbox. (Or at least set it on fire and ring the doorbell.)
