I think the punchline is based on what the sign was rewritten to say.

Typically it says "Shoplifters will be prosecuted," but you can see that someone added some words to it with a pen so it probably says something like "Shoplifters will be thrown a party" or something to that effect.

A YouTube comment said:

(HEMA=companyname)
(Amstelveen= place near Amsterdam)
(feliciteert= congratulates)

(winkeldief=shoplifter)

FYI, the sign on the window says "In case of theft, we *almost* always report to the police."

ant, I believe Haricot was referring to the sign at the very end of the video. Not the one that was on the poster board.
