at the begining he's talking on the phone trying to figure out which building/address it is.

when he walks into the building to the left of him bunch of wires with sign on top "fire warden station"
once he walks into the office..can't make out what he says

It's difficult to translate what he says when he walks into the office because he uses an acronym which relates to "Obligatory insurance of citizen cars". But basically it's "I'm here about a claim for car insurance"

Narration at the end: "Don't want problems with car insurance? Buy your insurance from a trustworthy company"

This is one of the best commercials ever.
