I just moved to Washington...this totally ticks me off, I cannot believe this will be tolerated.

I don't understand - why are they pursuing the animator in the first place? Also, if it's a matter of "maintaining the [physical] papers" why the fuck don't they scan them? They could be a city for another hundred years and still be able to put all of those forms on any modern smartphone.
