If you reverse the audio on that clip the lady is actually saying "On thursday it will rain in Siberia"

Puppies are the new kittens.

The woman in the video is speaking Finnish. In the end of the video she says "En jaksa enään!", which translates "I can't take it anymore!" or something of the like.
