The inside shots of the city (not the miniature models) were shot in a Dallas shopping center after hours.

I remember when this came out and nagging my dad to take me to go see it. A scene with the female lead removing her green top was a bit of a surprise. Anyone recall why there were cats in the Congress building at the end?
