This looks like it was in Venice, and the canals in Venice -reek-.

At one point in time, I believe the water was mixed in with, or completely just WAS, used as sewage disposal.

That's indeed is a lot of fail. The Oudegracht water used to be quite dirty, but it has been cleaned up recently. There are a lot of bicycles in the canal though:
