'A dogs breakfast' is an antipodean term for a big ugly mess; like what we give dogs to eat. A live cross is when one live TV presenter hands off to another, like what Stewart and Colbert call The Hand Off.
As for 'weather presenter', all I can do is leave that to the imagination...
