There is still nothing safe about this. Its radiation, the nukes have more radiation than x-rays. Besides this are government and this is probably chalk full of *lies.

Extremley radioactive, instantly leathal dose from anywhere up to 400 feet from the epicenter, to a "probably lethal" doseage (note: will leave you disfigured and tasting metal for the rest of your life, with severe burns over your entire body) at up to a quarter mile.

Safe ?

For the generals ordering them to be used...perhaps. Their main purpose was as an area denial weapon, to prevent soviet troops from advancing in the event an invasion was triggered, it would make the invasion sites lethal for up to 3 days (read: pretty fucking nasty any-time after that also), to allow NATO troops to mobilise and respond.
