If it's a crisis now what word were they using in 2000 when the number of crossings was four times higher?

Last year had one of the lowest rates of crossings in the last two decades.

I like the "carrying heavy artillery" comment. Would love to see some pics of an illegal immigrant lugging around a cannon.
