Just from random clicking, you will not find kiddie porn, anywhere. Its all shared on private networks through newsgroups and p2p, the stuff isn't up on HTTP sites, and the filters are not capable of filtering p2p.

The comment that Conroy made in parliament when he was being question on the filter: "surely you are not suggesting people have access to child pornography" is the red herring here. Its a tactic used to deliberately shut down any descent on the filter, destroying legitimate questions with regard to ethics on the list of banned sites, what it would be open to, how many people would know about it, who would be held responsible when it got leaked, how they would go about actually capturing those responsible for the content, the technical limitations of the software etc. etc...

Child porn is illegal in every country in the world. If the Australian government finds a website dealing in it, surely it would be better to inform local authorities and have it shut down, rather than just block it. And that's assuming there's actually child porn websites on the net!
