I don't understand what the hell is going on. Was the front vehicle blocking the one behind it? This vehicle honks and all hell breaks loose? How does that make any sense?

The car in front is waiting for the spot that the car in back is pulling out of... The car in front (uncharacteristically) pulled in front of the car that's leaving (instead of behind it), probably so as not to back-up into oncoming traffic, but trying not to pull too far into the intersection or around the corner so as to lose the spot. To be sure, it's some shitty driving, all around (wimmen!), but I blame Giuliani, because, fuck that guy.
