The CDC identifies it as an electrical burn.

So the picture is real, but the video's story is probably fake due to the plagiarized picture.

If someone posts the same thing that others have in a different area is it still plagiarism?

Ya gotta look at it from their perspective. The idea of a politician actually representing Americans is so bizarre it must be plagiarism. Sure, the words don't match at all but where else could he have gotten these crazy ideas? He must have stole them.

OK, so, I found the Young Turks take on this and while the host is annoying, it does show the section from the Fox News and the gibberish they try to say is copied, including another section that just as different as the first.
