I think it's for when a sighted driver (family, friend, etc) drives them somewhere, they can park closer to the door. Probably they don't issue handicapped license plates to blind people, but rather just the hang-tags you put on rearview mirror.

I don’t KNOW he couldn’t, but he did have “handicaps” that made it less likely….being incredibly smart and knowledgeable are two of those handicaps.

Have seen ramp walkways and handicapped ramps on homes. Those would look great with a "install your own President resistant walkway today!" sign beside them.

Also had an amazon yellow neck, loved that bird. Neighbors thought we had a mentally handicapped family member for a while. The bird learned to imitate my mother nagging, same tone and pace. It was spot one. She learned to call my brother down from upstairs, too. That happened plenty. In combination there was more than one instance that I thought my brother was getting reamed out after being called down.
Hard to keep on a nag rant when 10 seconds in the bird starts copying you. The bird didn't last much more than two months after it learned that trick. Best nag-free two months of our childhood, though!

She was being a dumb bitch before he arrived, leaving her cart where it blocks both the parking spot and endangers the neighboring car, and could easily damage others by rolling, that's why cart return spots exist. Maybe his car has been repeatedly damaged by inappropriately abandoned carts, we don't know his motivation for demanding others not be irresponsible. He maybe should have just moved it and a few others to block her then sat back and recorded her outrage, and not engaged with the douchey nutjob....but that wouldn't have the desired effect.
