Probably, but there are all kinds of clear coating. They could develop one with minimal reflective properties and minimal absorptive properties, but you're right, even then it would decrease the effectiveness, but maybe not so much that it would lose it's usefulness.
I think in most applications, the nano fibers are encased in resins or other chemicals that cause them to clump together, making them much safer (note that I don't say "making them safe").
In pure powder form, yeah, they're a bit scary to have something that can float in air that can also burst cell walls. I always used a facemask and gloves when I was in his "lab", and even so I'm sure I was contaminated. Now I wish I had worn a full anti-contamination suit.
Clearcoating this stuff would remove its blacker-than-black properties. It would then start to reflect light. At which point, why would you favor this expensive shit over regular paint? I haven't seen details on how the sprayable Vantablack is applied, but if it were mixed into a liquid for application, it would have the same problem, unless, somehow, the surface of the hardened material were burnt away, evaporated off, or chemically reduced so that the carbon material could protrude from the substrate, that may allow the light absorption properties to persist. But I don't know how they accomplish that, other than they say it's a complex process that requires a specialist. I still wouldn't try brushing up against it, just like I wouldn't try sitting there inhaling paint fumes after painting a car. There's a reason precautions are taken in that process as well. I just know that something small and damaging enough to burst cell membranes sounds like something I wouldn't want in a product I'm handling with direct contact with my skin, or with any remote possibility of it rubbing off and getting into the air.

Not that anyone cares. I have a friend who helped set up some agro-chemical production factories in China. On a tour once, he saw workers handling the raw chemicals with no respirators or even gloves and commented on it. His guide shrugged and said if they died the company would find new workers. My friend (with a PhD in Chemistry) figured the average life-span for those workers would be about two years, given the toxicity of what they were handling.

Rub the piece of jewelry across a piece of unglazed porcelain tile. It should not make a black streak. If it does then it is pyrite.If the streak is golden yellow then it is gold. Unglazed porcelain tile can be found at a hardware store.
Step 2:
Use the Moh's scale to determine the hardness of the metal. Gold has a hardness of about 2.5 to 3 on the Moh's scale. Glass on the other hand has a hardness of 5.5 on the same scale. Try scratching glass with the piece of gold. If it scratches the glass, it is definitely not gold, or is mixed with other metals and the purity is very low.
Step 3:
Hold a magnet near the piece of gold. If the magnet attracts the gold piece, then there are other metals mixed in the gold. This is not pure gold.
Step 4:
Purchase hydrochloric acid or sulfuric acid, rubber gloves, and protective eyewear from a hardware store. Use something like a small piece of glass to drop a very small amount of acid onto the gold. If the gold begins to dissolve, then there is some other type of metal mixed with the gold and it is not pure.

When they're exposed to the median risk of workers in America then I'll agree with this.
But they aren't. It's their job to deal with the most dangerous people, the most dangerous situations. This cop in the video is a bit of a dick to these kids but maybe he's been watching them get in the way of other people and make a nuisance of themselves, who knows? Maybe he goes about talking to them a bit wrong, but to be fair I don't see an awful lot wrong here.
But if a fight breaks out nearby and someone pulls a gun everyone else there gets to run away. But that guy in the blue uniform is expected to get involved and sort it all out. That's not a median wage task.
