In short-The small population of Arab natives along with a native Jewish minority welcomed a relatively small number of European Jewish refugees in the (edit:20’s and early) 30’s while under British rule (but with a date set for their independence by the League of Nations, a date that came and went without ever establishing a Palestinian state).
