Thats the problem, they've abandoned the more adavnced rockets the thing was designed for - I think the general consensus is thet SpaceX's massive reusable rockets have made the whole design concept redundant already - its another Spruce Goose I'm afraid.

You could... you know, just establish an effective oversight body that actually punishes cops who step out of line and break the law. Combine that with proper social programs to keep the poorest from being so desperate they see no recourse but to resort to criminal behaviour and hey, just like magic things get better!

Honestly, and I'm sorry if I appear to be picking on you here, WTF is up with this bullshit. Every other Westernized democracy has a better record with their police, but Americans just throw their hands up and say, "Golly gee, if it ain't workin' here, I guess there's no solution, 'cuz 'Merica is the best at everythin'." PLENTY of other countries manage just fine. And you know what? They ALSO have lower crime rates and lower recidivism rates.

All you have to do is look beyond your own borders for solutions instead of assuming you know best.

Perhaps (interstellar steam rockets excluded), but it is often effectively removed from use.
The natural replenishment rate is well below our use rate. That's why central California is sinking, we pulled so much water from the ground that it's collapsing beneath the farm belt, while also taking so much river water the fish can't survive.

Using it usually means contaminating or evaporating it. The latter will be recouped eventually by simple condensation, but the former is often a difficult process to reverse and often can be permanent.

Like many ideas that might have saved the planet, they only stood a chance of working if you removed any choice.
Since that's not the norm in most places, I've understood we are doomed almost since I first heard of over population exceeding the sustainable food production levels, then along came global warming and ocean acidification. I understand that most people today are not capable of long term responsibility....making decisions based on how they effect their great grandchildren. It only took one century of living for today to set up a situation that threatens to destroy the planet. I see less than no hope of staving off disaster, instead of even trying we're firing all rockets at 110% to speed up the process and arguing over possibly turning down the thermostat next year.

Your idea sounds fair, but I could only see something like that working in a country like China, where the 'incentives' are that you don't get stood against the wall.
