To be fair this guy has hacked the giant bear in to the game, can't really blame Bethesda when it doesn't work out too well.
No hacking involved, it's using the engine's console commands to change the objects scale size. And since the physics is determined by the set scale, something outside of it, acts oddly.
Hit ~ select target. Type w/o quotes:
"Getscale" This lets you see the actual size of an object
"Setscale" this lets you modify the size of the object.
Bears on average are 0.99-1.02, humans(imperials) are 1(m), 0.95(f), other races vary. So if you have a scale of 1, and use 5. All hell breaks loose.
