The homeless are pretty mobile. If there's a lot in your city, it's probably because they chose to be there. Conversely, cities generally don't solve their homelessness problems by building them all houses. They do it by making it so inhospitable that they leave.

What a weakass Gotham City. Just kidding. Children with cancer are adorable. If you really want to make this true to the comics though, get a self entitled non-cancer child, call him Joker kid and then watch them fight. Why so serious?
