Football rules state that a proper throw-in is when a player has both feet

Actually in soccer you can technically throw it in with the flip legally. If done right as you come around both feet are planted when the balls released and it is coming from directly over head. I played in several games where it was used.....and allowed.

"During the throw-in" means as he is throwing the ball, which means that it is legal if both feet are on the ground and the ball starts behind his head when he throws (a tough thing to do).

Football rules? That sort of looks like a basketball being thrown into a basketball hoop on an indoor basketball court. Your feet do not need to be firmly planted in basketball. For instance, the slam dunk and the jump shot.
