That's Kaihin Park in Chiba near Kaihin-Makuhari Station. I work only 15 minutes from there. It's too bad he didn't film on the other side of the hill that is also a giant clock-face... the sidewalk on that side of the park buckled so severely it looked like waves of concrete frozen in mid-motion.

It's important to remember that the land in Kaihin-Makuhari is all reclaimed land--it used to ocean--and therefore is much more susceptible to liquification. North of Route 14 (about half a kilometer away, which is where the beach used to be) there was hardly any liquification at all.
