You see, I'd say "Hoax" meant that they wanted it to be seen as bomb, a threat, etc.

Yes, the advertising company SHOULD have warned the city, likely. But this kind of overreaction is I suppose a consequence of the paranoia now prevalent in the States.

Calling something a hoax suggests intent.

I don't believe the ad agency or the artist even considered that their devices could be misconstrued for bombs.

Seriously, look at the picture in the article above. Why would terrorists take the time to decorate their explosive devices with such nice LED artwork?

To me this sounds like a huge overreaction from Boston authorities, blown way, way out of proportion.

It really is amazing and sad that Boston is trying to blame the advertisers. Who chose to lock down the city over miniature billboards. Look at how effective the random subway backpack searches have been. Please choose not to be terrorized.
