I hope this makes sense, im more of a visual person, so writing it out might sound confusing...

Imagine theres individual photons of light reflecting off of the car that is giving you the information of what the car looks like. Now recall the part in the video about the angle of incidence. Parts of the car that are closer to the ground are going to reach their angle of incidence closer to the car (from where you are standing), while higher parts of the car are going to reach this point closer to you from where you are standing. So now if you imagine yourself standing there, looking at the mirage, the image will appear upside down because the varying angles of incidence "flips" the image.

Both the words reflecting and mirror are somewhat misleading when describing the physics behind mirages because neither of which are actually involved with what is going on. The light is actually bending because its following the path of least resistance (through the hotter air above the road). But its described as if it is "reflecting from a mirror" because that is something that people are familiar with, but in essence is really a lie.

it is my understanding from listening to the video that the fee applies to fire protection services to those living outside of city limits. While it does seem 'assholish' of the city to do, it makes some amount of sense to charge for a service to someone who is outside the normal fire department service range. The city provides the fire department services to those who are within the city limits as part of the peoples tax money, and since the city does not receive money from those who live outside the limits, they have to cover the cost somehow.

Don't get me wrong, I think that this totally sucks, but its more of a problem of not having the right answer to a problem. There has to be a better way to solve the cost issue other than an "insurance" plan with the fire department.

Those are fishing jigs, which have weights inside the plastic worm. The motor is turning that cog which is probably rotating magnets on a wheel inside the box that have alternating polarities. So when a positive comes by, it sucks the worm to the wood, and when a negative goes by it pushes it away. Its just not strong enough to throw the worm. Its just strong enough to push it into suspension.

Thats what I think at least.

I think hes actually using oil paint, on water. Since oil does not mix with water he's able to manipulate it like that and it wont turn into a giant mix of colors. Thats my guess anyway.

edit - After watching a second video of him, I dont think that is water. It seems more viscous than water. As he moves his tools through the solution, there are no ripples or anything like you would see in water. I think its this - http://en.wikipedia.org/wiki/Sizing
