It's the same mechanisms that makes us able to learn from watching others.. Which makes me wonder if i'm actually learning or just becoming more stupid by watching such videos.

A road can overflood even though there is a drainage system in place. If it rains like hell over a big area the sewage pipes can reach their limit on how much water it can take away pr minute. Not saying that's the case here, but saying Russia dont have a drainage system because you see some russian people near a flooded road is not thougt through.
