It's still poor protocol, even if that is the explanation they end up with. He should know better then to put items in his pocket, and then to go off camera to sort the drugs.

"Some explain the bag the officer pulls out is part of an evidence kit or gloves, but in the end he appears to hold it up as "evidence."

Which would completely make sense if it was at first an empty bag, then a bag containing something. As bags are wont to do.

If evidence was planted, throw the cop in jail for a while, strip him of his badge permanently, and force him to hold up a sign admitting his guilt in the town square for 10 hours a day for a week. That'll be good deterrent.
