No it's pretty much worthless. Every time you change the direction of force in a machine, you lose power and efficiency. So running on a treadmill, to turn some sort of drive shaft, to then turn the wheels would be 3 stages where power and efficiency are lost. Not to mention all the extra weight of that contraption that you have to move. That means that making that thing move by running on it would be substantially harder than just running. If yo have a bad knee or something, I don't think you'd want to work way harder than needed to just RUN outside.

It does seem just like an SNL skit concept. If your knees can't handle running, try swimming or cycling.

I totally want one of these so I can put my Segway on it.
