Look at the angle of the forks...it looks like it could be balanced at that point. The weight of the toothpick is negligible.

So, why does the fire stop when it reaches the edge of the glass?

It's a metal cocktail shaker - the metal conducts the heat at a much greater rate than the toothpick and this (probably) stops the toothpick from burning further.

The rest is just balance.
