Looks like it was filmed in a 70s power sub-station, or something similar. Definitely not an ILM set.

Copyright at end is 1980 Lucas Flim LTD. Looks like the power distribution room for a large set or somewhere

Has anyone seen the behind the scene footage of A New Hope where they are stick a cigarette into the mouth hole for Anthony Daniels as C-3PO? There is also footage of Lucas, Hamil, and Ford sitting back and talking while sucking on some Luckies. I think that if Hamil hadnt been so annoying to Sir Alec, he would have been there too.

A much more effective PSA would simply show a brief clip of Jar Jar enjoying a cigarette...
