eric3579says...I think this is a runaway truck ramp. The most common reason to use a runaway truck ramp is brake failure due to overheating or excessive stress. The ramps are often built into downward sloped mountain highways. The bed of a runaway truck ramp typically inclines upwards, helping to slow trucks which are driven onto it. The ramps are usually paved with gravel or sand to increases traction and help slow runaway vehicles. It sure doesn't look like they built this one quite long enough. Oops.
