It's not made clear how this was started, or how they get the good parking.

From googling around, the program appears to be government funded, but I would like to know if the parking spaces are paid for, and if the other taxi drivers have the option to bid for or purchase similar preferential parking.

i was thinking the same thing. if the government sponsors the women only primo parking than its no good. however, if they went and made a deal with the hotels or they offer a better service so the hotels would rather this taxi service be the first their customers see than its fine.

If I owned a hotel I'd happily give the most reliable, most legal, cleanest, most polite company in town a monopoly on my private property.

If I ran the government, I would naturally treat with favoritism the only company that pays their taxes and charges fair rates to visiting businessmen.
