Who gets to decided these things?

I don't know who Patrick Duffy is, or why he should have lasers coming out of his eyes.

Correction, patrick duffy is a meme...an old one. This video is dated back to 2006, and his floating head has been the subject of many animated gif defacings since 2004.

Not one of the more well known ones because animated gif's are in lesser popular areas of image boards and such.

Flechet, a common question asked when that gif is posted, can't answer it but I think it was hentai, and nothing to interesting.
