southpark episode was inspired by http://en.wikipedia.org/wiki/Heavy_Metal_%28film%29 where as this clip is inspired by film noir/detective comic books.

But he's quite right, the animation style is Heavy Metal inspired. The plot and style of this clip are from noir, but the animation style is a different matter. The lip movements, the drool when she sits up, those are Heavy Metal inspired bits.

Man I haven't watched that movie in years. Time to see if it's on torrent.

Actually, the animation style (and video quality) reminds me most of LucasArts adventure games like Full Throttle and Monkey Island 3.
