Man in questionable safety gear is zapped with 500,000 volts

I have a lot of questions about this. To start with, what is the unit that hes in and what is the purpose of this whole tesla looking electricity machine? There is an identifying mark that says "National Grid", so electricity nerds, fill me in on this. Thanks!

Artificial lightning generator in its normal time? High voltage testing? As long as he is electrically isolated from earth/ground he is perfectly safe as well. He probably could have gotten away without the mail since the sparks were from him being brought to potential... hes not conducting anything.
