Sutherland's Oddball is exactly that. A complete non-sequitur character in a really great adventure/war/comedy/heist movie set in ~~Vietnam~~ WWII France. When I saw Inglourious Basterds, I thought of this film a lot.

I worked on an animated TV series called, "Heavy Gear", where they lifted the character of Odball whole cloth, called him Zerv but even his "catch phrase" lines were identical to some of the ones Oddball delivered (I actually animated one scene where he says "negative waves").
