What is it that this guy is Failing at ? sort of in the dark on that one.

I thought with things like "Foreign financial assets? What is the... I live in the United States!" and "Obama didn't send me the letter to pay taxes yet" that it would fit in the fail category. I can take it out if that's not the case.
