I've actually always considered it as coming from part of Australia - blame Neighbours. Being British, Wikipedia confirms that I think this here and suggests that you may be right about the original source.

I definitely first heard it on neighbors, but i just thought it was common to vacant bleach blondes around the world, and the only bleach blondes i knew at the time were on neighbors.
